In 2005, The BERC Group was commissioned by the Office of Superintendent of Public Instruction and the United States Department of Education to study and report on college readiness. Duane Baker, Joan Clay, and Candace Gratama set off to find what they could find. And what did they find? Essentially, college readiness is comprised of three distinct elements: college awareness, college eligibility, and college preparation.
