The State of Washington is in the process of piloting three different frameworks to possibly be used in the new teacher and principal evaluation system (Danielson, Marzano, 5D+). In setting the stage for this work across the state, the ESDs are exploring and piloting these three frameworks. On the TPEP website (tpep-wa.org), they use the term “instructional framework” to build the case for, and to describe the three frameworks. Although I have a clear understanding as to why this terminology was used, the use of the term “instructional framework” has been confusing for many. I hope the following will help clarify the issues.
